Developing Appropriate Management and Procurement Approaches for Road Maintenance

چکیده
This paper reviews experience of using the private sector for undertaking road maintenance in developing countries. It identifies the various organisational options for the client and supplier roles, key factors in establishing a competitive environment and building contract maintenance capacity, and the potential cost savings therefrom. It includes the following key messages: • The private sector can effectively contribute in a variety of roles, most notably as a contractor, but also in the role of road manager. • Stable funding and a conducive, enabling environment are prerequisites for privatisation and contract maintenance. • Competition, linked to clear specified standards and activity definitions, is more important than privatisation. • The size and scope of contracts will affect the extent of competition, and care and appropriate regulation is required to allow effective development of small-scale contractors. • Apportioning risk must take due account of the capability of the contracting industry to accept risk, and is best allocated to the party most suited to cope. • The management of change and increased competition require clear aims and objectives, and are best introduced in a phased manner. • The development of sound business practices and capabilities within client and supplier organisations is essential.

Rapid growth in a number of vehicles on roadways accelerates pavement deterioration trends. Pavement inefficiency in carrying the applied load from passing vehicles results in spending significant costs on continues Maintenance and Rehabilitation (M&R) treatments. Lane closure owing to the implementation of M&R operations incurs enormous costs on road users. The research aimed to calculate, and...
متن کاملAssessment of distance-based multi-attribute group decision-making methods from a maintenance strategy perspective
Maintenance has been acknowledged by industrial management as a significant influencing factor of plant performance. Effective plant maintenance can be realized by developing a proper maintenance strategy. However, selecting an appropriate maintenance strategy is difficult because maintenance is a non-repetitive task such as production activity. Maintenance also does not leave a consistent trac...

Over the years, many private sector participation (PSP) models have been evolved for infrastructure procurement and the Build-Operate-Transfer (BOT) model is one of the most common approaches used for the same. Private infrastructure projects under BOT arrangement have a complex risk profile and to a considerable extent, the success of any BOT project is influenced by the degree to which variou...

Currently, in the rapidly changing world the emphasis shifts on urban issues according to strategy and urban management, especially management of coastal development. Iran considering wide costal area in the north and south is no exception....
متن کاملAvailability analysis of mechanical systems with condition-based maintenance using semi-Markov and evaluation of optimal condition monitoring interval
Maintenance helps to extend equipment life by improving its condition and avoiding catastrophic failures. Appropriate model or mechanism is, thus, needed to quantify system availability vis-a-vis a given maintenance strategy, which will assist in decision-making for optimal utilization of maintenance resources. This paper deals with semi-Markov process (SMP) modeling for steady state availabili...
